Isang paalala mula sa Radyo Lipenio - RLNewsFM Following the warning of the United Nations Population Fund that the lockdowns may result in seven million unwanted pregnancies worldwide, the Department of Health (DOH) yesterday reminded couples to practice family planning during the enhanced community quarantine.
Health Undersecretary Maria Rosario Vergeire said the DOH is working with local government units to promote reproductive health. “Because we are under quarantine, couples may not be able to visit health centers to avail themselves of family planning services and supplies. So we want to remind couples to do what is necessary to prevent unwanted pregnancies,” Vergeire said at a press briefing. She said couples may ask for condoms and contraceptive pills good for three months. Barangay health centers in areas under quarantine remain open to serve the public, Vergeire said. She urged couples to consult with midwives, nurses and doctors by calling the Telemedicine hotlines or the Commission on Population. The Department of Health on Tuesday announced that a total of 1,336 health care workers in the Philippines have tested positive for the coronavirus disease 2019 (COVID-19), with nurses and doctors comprising the bulk of cases.
Nurses led the infection tally at 507, trailed by doctors at 493. The remaining cases consisted of nursing assistants (74), medical technologists (47), radiologic technologists (28), midwives (11), respiratory therapists (11) and 165 other health care workers like dentists, barangay health workers and administrative aides. However, doctors accounted for most of the fatalities, representing 22 of 29 total deaths. Armed Forces Chief Gen. Felimon Santos Jr. had “no evil motive” when he asked a Chinese envoy to help him buy an experimental drug for the new coronavirus disease (COVID-19), Malacañang said Tuesday.
Presidential Spokesperson Harry Roque defended Santos, saying the latter did not commit any crime when he sent a request letter to Chinese Ambassador to the Philippines Huang Xilian. “I don’t think naman there was any evil motive behind the actions of our good general. Eh iyon po ang nagpagaling sa kanya, so nais lang niya na sana na mapabilis iyong proseso na magamit din natin kung anuman iyong sa tingin niya ay nagpagaling sa kanya,” Roque said in a virtual press conference Tuesday. (That’s what made him well, so he just wanted to hasten the process so we can also use what helped him recover.) The AFP chief reportedly wrote to the Chinese ambassador seeking assistance to buy a drug that supposedly treats coronavirus symptoms. Santos claimed the drug helped in his recovery and wanted to give the same drug to friends infected with the coronavirus. Santos later pulled out the request after finding out the medication had no approval yet from the country’s health product regulatory agency. A six-month-old baby girl with heart and lung problems in Liverpool, England, has survived COVID-19 after testing positive for the coronavirus on April 10.
Among her health issues was Tetralogy of Fallot, a combination of congenital abnormalities, as per a Facebook group named Erin’s Journey, which her parents Emma and Wayne set up on April 21. According to the Centers for Disease Control and Prevention, the said health problem is a birth defect that affects normal blood flow through a baby’s heart. The Alder Hey hospital announced her recovery on its page last Friday, April 24 alongside a clip of medical staff applauding her while she was escorted out of a room. The medical center stated that Erin had been in one if its isolation rooms for 14 days with her mom Emma while she was receiving treatment. When Erin was moved out of the unit, she received a “guard of [honor]” from the team which took care of her. However, Erin has not yet been discharged from the hospital and is still being treated for her other health conditions. The hospital also pointed out that she is making “good progress.” Emma later shared clips of her baby girl being transported out of the isolation unit as well. Go stressed this on Tuesday as he demanded the immediate investigation of hospitals that reportedly refused to administer emergency treatment to patients as the country grapples with the coronavirus disease (COVID-19) threat.

After repeatedly reminding and appealing to hospitals not to refuse to administer emergency care to patients amid the ongoing health emergency, Go is now demanding concerned agencies to conduct an immediate investigation on the increasing number of these cases and hold those hospital officials accountable in accordance with the law. “Ilang beses na akong umapela sa mga ospital na huwag itaboy ang mga pasyente, lalong lalo na ang mga nangangailangan ng emergency care,” Go said. Go, chairman of the Senate health and demography committee, stressed that “accepting patients into hospitals is of paramount importance,” especially given the COVID-19 emergency in the country. He echoed the President’s remarks that hospitals are the sanctuary of the sick and that they should not choose the ailment of the patient they are accepting. Go recalled a recent report of a woman in Caloocan City who died during childbirth after being turned away by six hospitals – most of which cited full capacity, while another facility allegedly asked for a deposit payment before admission. These facilities allegedly cited that they lacked available space for in-patients and were short on blood supply, he said. “Lagi kong inuulit na hindi maaaring tanggihan ng mga ospital ang sinumang pasyenteng lalapit sa kanila, lalong lalo na ang mga nangangailangan agad ng emergency care. Go emphasized that Republic Act (RA) 10932, the “Anti-Hospital Deposit Law,” declares it as unlawful for a hospital or clinic to refuse patients and administer medical treatment and support. He said that the law states that a transfer to another hospital or facility could only be done after administering the necessary emergency treatment and the patient is already in a stable condition. According to the law, if the refusal to accept is based on a hospital policy, officials of that hospital may be meted four to six years of imprisonment or a fine of P500,000 to P1,000,000, or both. “May parusa tayo para sa mga hospital staff involved at pati na rin sa administration nito kapag ilabag nila ang batas,” he added. Earlier, at least three Filipino patients died after various hospitals reportedly denied them treatment. A pregnant woman in Manila also died after four medical hospitals turned them down, while another patient expired after at least six hospitals in Cabanatuan City, Nueva Ecija, reportedly turned her away. Also in Caloocan, a female patient was also allegedly turned away by nine hospitals without receiving any emergency treatment. Authorities have since conducted investigations on the matter. Just recently, similar complaints were also reported about parents of two infants who died in separate incidents after officials of a hospital in Manila City allegedly refused to admit them. “Kailangan natin mabigyan ng hustisya ang mga namatayan. Ilang Pilipino pa ba ang dapat mamatay bago magtanda ang mga ospital na gawin nila ang kanilang mandato para sa mga Pilipino?” the Senator said. (Let us give justice to the families of the deceased. How many more will die before these hospitals learn?) Go already gave a stern warning to hospitals that refuse to administer emergency care to critically ill patients regardless of sickness. He assured that he would have these incidents investigated by the committee in coordination with authorities to bring offenders to justice. “Papaimbestigahan ko rin ito bilang chairperson ng Committee on Health sa Senado. Ipapatawag natin ang mga ospital na ito sa tamang panahon and those responsible for these unlawful acts should and will be held accountable,” he said. We will summon these hospitals at the right time…) Go said the National Bureau of Investigation (NBI), Department of Justice (DOJ), and Department of Health (DOH) are ready to conduct investigations of the hospitals that refused to provide treatment to patients. “Sa ngayon, papaimbestiga rin natin ito sa NBI at DOH Health Facilities Oversight Board. Nagsabi na rin si DOJ Secretary Guevarra na handa silang imbestigahan at panagutin itong mga hospital officials who refuse to provide initial medical treatment in serious or emergency cases,” Go said. DOJ Secretary Guevarra said that the DOJ is ready to investigate and would hold liable these hospital officials who refuse. The government will hire more than 15,000 health workers to increase the number of frontliners in the fight against the coronavirus pandemic.
“To boost the number of healthcare frontliners, the DBM (Department of Budget and Management) has approved the request of the DOH (Department of Health) for the engagement of an additional 15,757 healthcare professionals under contract of service for a period of three months,” President Duterte said in a report submitted to Congress last Monday. The DBM approved a P2.7-billion outlay for the hiring of additional health personnel. The DOH originally sought a budget of P5.2 billion to hire 17,757 personnel, according to the President’s report submitted to Congress last April 14. The budget for the hiring will be charged against available released allotment of the DOH under the 2020 budget. Duterte said as of April 22, the DOH has received requests from seven hospitals for emergency hiring of healthcare personnel and has approved 701 slots for hiring in five hospitals. The agency has redeployed a total of 639 nurses to its office and to local hospitals handling coronavirus cases. A total of 130 healthcare personnel have been trained to collect and encode case data, 14 of whom are now assigned to 12 hospitals in Metro Manila “This number is expected to increase as 97 HRH (human resources for health) were scheduled for deployment to 51 hospitals last 24 April 2020,” Duterte said in the report. The President also reported that as of April 23, a total of 1,101 COVID-referral hospitals have been designated across the country, with every region having at least one hospital. The total number of dedicated beds for coronavirus cases is 7,732 while the total number of mechanical ventilators for both private and public hospitals is 1,381. Duterte said the DBM has approved and issued a special allotment release order for P45.717 billion to cover the funding requirements for DOH’s COVID-19 response. The order includes the allotment of P1.35 billion for the purchase of 1,500 units of mechanical ventilators to serve the needs of DOH hospitals, selected local government and military hospitals and the Philippine General Hospital. In his public address last Monday, Duterte vowed to buy more protective equipment to ensure the safety of frontliners. “We still lack (protective equipment), we are still in the process of buying several protective personal protection kits for our frontliners and medical people. I am informed that this will be completed in due time,” he said. The local government of Parañaque has filed four criminal complaints against a Chinese allegedly operating an illegal medical clinic in the city.
In a statement on Tuesday, the local government unit (LGU) said the complaints against Yumei Liang of Muntinlupa City has been filed before the Parañaque City Prosecutor’s Office on Monday. According to the LGU, Yumei has been running his business without the necessary permits and that the operation of the medical clinic violates the Sanitation Code, Food, Drug, and Cosmetic Act of 2009, and Bayanihan to Heal as One Act. The complaints against Yumei stemmed from a raid conducted by members of the city’s Business Permit and Licensing Office and city police officers at his clinic located in a rented residential unit along Garcia Street corner Airport Road in Barangay Baclaran. During the raid, local authorities likewise seized 470 boxes of Chinese medicine which were believed to be unregistered medicine for COVID-19 and HIV. In a separate text message, Parañaque Public Information Officer Nick Ferrer said the suspect violated the Bayanihan to Heal as One Act for failing to reveal the source of the unregistered medicine. Meanwhile, the National Capital Region Police Office (NCRPO) said in a separate statement that the confiscated medicine worth P30 million was referred to the Food And Drug Administration (FDA). NCRPO chief Major Gen. Debold Sinas explained they have not arrested the suspect due to “pending filing of appropriate charges… based on the result of the test conducted by the FDA.” FDA is mulling to file charges against Yumei for “smuggled medicines, for selling unregistered medicines for COVID-19 and for practicing the medical profession in the country without a license.” Likewise, Sinas added that the Bureau of Immigration is verifying the status of the Chinese man.
